China Seafood Exports Boost Despite Tariffs: Hainan Leads with 1.12 Billion Yuan in 2025

As global trade dynamics shift under the pressure of tariffs and international tensions, China’s seafood industry is finding new pathways for growth. A shining example comes from Hainan, where aquatic product exports surged to 1.12 billion yuan in the first four months of 2025 — a 7% increase year-on-year — according to data released by Haikou Customs on May 28.

This growth is emblematic of broader market adaptations in response to evolving trade challenges, particularly tariffs and heightened competition in traditional markets. Hainan’s exports to the EU, Japan, Canada, and the UK posted remarkable gains, with year-on-year increases of 56.2%, 7.4%, 75.9%, and 90.6% respectively. These shifts underscore China’s strategic redirection toward diversified markets.

A major player in the region, highlights the shift in approach: “Our main export aquatic products are frozen tilapia fillets and whole frozen tilapia. Due to fierce competition and limited orders in our traditional markets, we’ve actively pursued new markets such as Canada, ensuring stability in foreign trade and continued development,” said the company’s business head.

Tilapia remains the linchpin of Hainan’s aquatic exports, contributing 990 million yuan — accounting for 88.4% of the province’s total aquatic product exports and marking a 17.4% increase from the same period last year.

To support this export momentum, Haikou Customs has introduced a suite of expedited clearance services, including priority review, inspection, and issuance procedures. These initiatives have created a “green channel” for seafood exports, minimizing bureaucratic delays and costs for exporters. The result is an efficient, “zero-delay” customs clearance system that strengthens Hainan’s competitiveness in the global market.

In addition to tilapia, exports of other aquatic species such as shrimp, frozen pomfret, frozen horse mackerel, and fresh yellow croaker have also increased, signaling a broad-based export recovery and diversification.

Haikou Customs officials emphasized the ongoing commitment to helping exporters navigate international markets. Through targeted policy education, symposiums, and enterprise outreach, authorities aim to bolster cost reduction, product competitiveness, and market confidence.

“We will continue to optimize regulatory services, monitor export trends, and enhance early warning capabilities to support Hainan’s aquatic industry in expanding its global footprint,” a customs representative stated.

As global trade continues to face headwinds, China’s adaptive strategies — particularly in regions like Hainan — demonstrate how local industries can pivot, innovate, and thrive amidst external pressures such as tariffs and shifting geopolitical landscapes.
